Saudi Arabia’s Ministry of Human Resources and Social Development (HRSD) has announced that a new phase of the Nitaqat Mutawar Program will launch in 2026, running for three years.
The initiative seeks to localize more than 340,000 additional jobs for Saudi nationals, both males and females, in the private sector.
In a statement, the ministry indicated that this phase extends the program’s achievements since its launch in 2021. Additionally, the upcoming phase will help increase Saudi involvement in the labor market, create high-quality job opportunities, and ensure a sustainable balance between labor supply and demand, thereby fostering national economic growth and boosting private sector confidence in the long run.

Ahmed Al-Rajhi, Minister of HRSD, remarked that the new phase has been meticulously designed to create a balance between enhancing Saudization and fostering growth in the private sector.
He underscored that previous phases of the Nitaqat Program have proven that Saudi citizens can succeed and perform exceptionally across a range of professions.
For his part, Abdullah Abuthnain, Vice Minister for Labor Affairs stated that the ministry carried out extensive analytical studies across all sectors and establishments, which informed the proposed realistic target Saudization rates. These rates also considered the nature of business activities and market conditions, as well as the availability of qualified national talent capable of fulfilling these roles.
